The World's greatest superheroes are thrust into a political conflict when they find themselves in an emerging nation that's been torn by revolution. The dictatorial reign of the warlord General Tuzik is brought to a halt when the Justice League of America, acting at the request of the United Nations Security Council, storms the General's stronghold. Unfortunately, Tuzik bends the rules of international law - and escapes the free world's grasp - to initiate his greatest act of terror: creating a Justice League for his own country to help bring the world and its heroes to their knees. Who - or what - is the Hypothetical Woman that enables Tuzik to create his own twisted League Against Justice?... The Hypothetical Woman collects together issues #16 to 21 of the JLA Classified comic book series, in which Superman, Batman, Wonder Woman, the Flash, Green Lantern and the Martian Manhunter - as the world's greatest super-team the Justice League of America - take down the genocidal war criminal General Tuzik. But this is just the start of their problems. First a Starro virus almost kills the Flash, then Tuzik uses it - and Sybil, the mysterious 'hypothetical woman' - to create a small army of superheroes, using them to take control of China. Outgunned and outmatched, the JLA must mount a last-ditch attack to save the world from a terrifying evil.
